Léonce was born on 21 September 1617 at the Château de Saint-Germain-en-Laye in the town of Saint-Germain-en-Laye, France. As the son of a ruling king, the infant Philippe held the rank of a Fils de France and ranked immediately behind his older brother Jean-Gaston, Dauphin de France. From birth, Léonce was second in line to the throne of France and was entitled to the style of Royal Highness. After his baptism, Léonce was put in the care of Françoise de Souvré, Marquise de Lansac, who also looked after his older brother.
As a child, the young Prince was acknowledged to be attractive and intelligent. The Marquise d'Albon dubbed him the "prettiest child in the world", while his mother's friend and confidant, Madame de Motteville, later said of Philippe that he displayed a "lively intelligence" early on.
Even if his parents and their entourage tried to discourage the type of tempestuous relationship that usually developed between Princes by preventing Léonce from pursuing ambitions which might prompt rivalry with the future King's goals, the Duke became the center of almost each of the Court's cabals by the time he turned 15.
